Covid-19 Announcement from SkillsFuture Singapore (SSG) 

Dear Training Providers,

This advisory updates on the tightening of Safe Management Measures (SMMs) during the stabilisation phase, following the Multi-Ministry Taskforce (MTF)’s announcement on 24 September 2021. This is for strict compliance by all Training Providers (TPs).

National Safe Management Measures (SMMs) during stabilisation period, effective from 27 September 2021

  1. To minimise the strain on our healthcare capacity and slow down transmission, SMMs have been further tightened, with effect from 27 September 2021 to 24 October 2021. Key changes on the revisions are highlighted below.

Conditions for in-person training

  1. [Updated] CET delivery mode. In line with the national direction for working from home to be the default, all training should be moved online as far as possible. TPs should critically review their courses and see if they can all be brought online in this period. Where it is not possible for courses to be moved online, TPs must adhere to the safe management measures outlined at paras 4-6 below.


  1. [Updated] Class Size for indoor mask-on and all outdoor (mask-on and mask-off) activities. To minimise risk of transmission in CET venues, for indoor mask-on and all outdoor activities (mask-on and mask-off), TPs must continue to cap in-person classes at no more than 50 persons, including the trainer(s). For SSG funded/supported-CET programmes, SSG’s prevailing guideline for a maximum class size of 40 persons, excluding the trainer(s), for course quality reasons will continue to apply. Group work, if required, will be reduced to 2 persons (from the previous cap of 5 persons), in line with the permitted group size for social gatherings, regardless of the learners’ vaccination status. All SMMs, including safe distancing of at least 1m between individuals or groups, must be adhered to.


  1. [Updated] Class Size for indoor mask-off activities. Vaccine Differentiated SMMs (VDS) will apply to indoor mask-off activities, such as strenuous physical activities. In alignment with national guidelines, these activities can proceed with a maximum class size of 30 persons (including the trainer(s)), in groups of no more than 2 persons, provided that every person in the class is fully vaccinated An individual is considered fully vaccinated two weeks after he or she has received the full regimen of Pfizer-BioNTech/ Comirnaty, Moderna or any vaccines in the World Health Organisation’s Emergency Use Listing (WHO EUL). Unvaccinated individuals with a valid negative pre-event test (PET) result or recovered individuals are of similarly lower risk, and may also join in such groups of 5.. Participants should maintain safe distancing of at least 2 metres between individuals, and at least 3 metres for high intensity or high movement indoor exercises. There should also be safe distancing of at least 3 metres between groups, with no intermingling of groups before, during and after the activities. Masks should be put on immediately after the completion of strenuous activities. Such activities will not be allowed if there are any trainees who are not fully vaccinated.
